										<content:encoded><![CDATA[<p>Water plays a crucial role in maintaining the balance between life and death on Earth. It can either instigate health, or be a deadly disease vector (Govender, Barnes and Pieper 2011). Although the effects of water on human health can widely be seen throughout the globe, it is most amplified in Africa.</p>
<p>Africa has many fresh water sources such as Lake Tanganyika, Lake Victoria, the Zambezi, Nile, and Juba Rivers. Theoretically, Africans should be able to at least, adequately sustain healthy life with this amount of water (Whiteford &amp; Whiteford, 2005). On the other hand, several issues affect the water sources making them either inaccessible, or dangerous to use. Diseases form and spread all through Africa, deteriorating life due to deficient amounts of clean water (Whiteford &amp; Whiteford, 2005).</p>
<p><span id="more-1347"></span></p>
<p>The reason for the water problems majorly involves dams and deforestation, along with pollution. Firstly, dams provide irrigation and hydropower, but hidden underneath these benefits are the massive and long-term detriments of destroying the well-known system of flood-plain agriculture and deforestation due to incomplete dam projects. Flood-plain agriculture is the classic system of agriculture that was mainly used along the Nile River as well as several other rivers in Africa. These traditional systems of agriculture depend on the annual floods in order to fertilize and water their crops. Water, as well as the silt that once functioned as fertilizer, are now built up behind the dams and are unusable. Secondly, deforestation dries up the land even more because interception and transpiration from trees stop, causing more forest fires and destruction of habitats. Deforested land becomes a dried up desert absolutely unusable by all habitats, especially humans (Jobin, 1999). Thirdly, pollution caused by poor sanitation techniques, in addition to industrial and chemical pollution are major reasons for the decline of life in Africa. Poor sanitation techniques lead to human and animal feces infest water, leading to increase in diseases related to water. The industrialization and urbanization in some parts of Africa leads to high levels of modern environmental health hazards. This results in other severe health problems indirectly related to water. For example, in the Nairobi River Basin in Kenya, there were effluent concentrations of elements such as nickel, copper, and lead, which were 60, 600, and 120 times higher than recommended (Nweke and Sanders, 2009). Another major cause of chemical pollution all across Africa is the use of pesticides in agriculture which have been detected in streams and rivers in different regions. These pesticides contaminate soil, water, air, and food sources, posing serious health threats to Africa&#8217;s populations. Endosulfans, as well as more dangerous organochlorines, such as DDE and DDT have recurrently been detected at water sources near agricultural areas in South Africa. This contamination has been confirmed to regularly exceed the “European drinking water standard of 0.1 g/L&#8221; (Nweke &amp; Sanders, 2009). This contamination not only poisons potential sources of food, but it also destroys habitats which all have a chain reaction pertaining to the sustainability in Africa. In summary, these factors influence the water quantity and quality in Africa. It also negatively affects people&#8217;s habits regarding water usage. If people realize they have little water, they ration it ineffectively. For instance, they will take up water usage reducing habits such as not washing hands, clothes, food products, dishes, themselves, etc. leading to less hygiene and increasing the likelihood of getting disease. If there is plenty of water but it is contaminated, the pollutants in the water source will cause diseases. Therefore, due to poor water management in Africa, diseases related to water have been severely affected.</p>
<p>Water-related diseases differ from waterborne diseases in that the disease is not directly caused by the water consumed. Instead, the vector of the disease uses water as a breeding ground from which the vector then emerges. Common water-related diseases include malaria, yellow fever, schistosomiasis or bilharzia, and onchocerciasis or river blindness (Whiteford &amp; Whiteford, 2005).</p>
<p>Schistosomiasis, also known as bilharzia, is a disease that is highly prevalent along the Nile River as well as all other fresh water resources throughout Africa caused by parasitic worms and snails (Jobin, 1999). The most common parasitic worms that cause bilharzia in humans are Schistosoma mansoni, D. haematobium, and S. japonicium (Centers for Disease Control and Prevention, 2010). Infection occurs when the larval stage of schistosomes search for a human host while swimming in the water. After parasitizing the human circulatory system by penetrating the skin of an individual in contaminated water, they reproduce in the human gut or bladder by laying their eggs there (Centers for Disease Control and Prevention, 2010; Jobin, 1999). These eggs pass out of the body by means of human waste and reach aquatic habitats of snails (Jobin, 1999). After the eggs hatch, they develop into larvae which penetrate the snail, developing further and “multiplying by astronomical factors&#8221; (Jobin, 1999, p. 66). The parasite larvae then leave the snail continuing the reproduction cycle. As written by Jobin (1999), “bilharzia is a debilitating disease which can cause early death of persons parasitized by large numbers of worms&#8221; (p. 68).</p>
<p>Symptoms of bilharzia include developing a rash or itchy skin within days of infection. Within 1-2 months of the infection, symptoms such as fever, chills, cough, and muscle aches may also appear, but people tend to have no symptoms at this early phase. The eggs that travel in the body can also cause inflammation and scarring. As reported by CDC (2010), infected children may “develop anemia, malnutrition, and learning difficulties.&#8221; All of these symptoms are reactions of the body to the eggs produced, and not by the worms themselves. Treating schistosomiasis is essentially effortless; you must take a pill 1-2 days (Centers for Disease Control and Prevention, 2010).</p>
<p>Since the health care systems in some African countries are shoddy, and the majority of these populations cannot afford treatment or drugs, prevention is the most efficient technique to fight disease throughout the continent (Falola &amp; Heaton, 2007). Bilharzia can easily be prevented in Africa by avoiding swimming in fresh water sources, health education, drugs, focal application of biocides to kill snails, and improved water supply and sanitation are also required to stop the spread of the infection. Using feces and urine contaminated water is a major cause of spread of the disease due to the nature of the parasite&#8217;s reproductive system, but another equally important issue is intensifying agriculture. Increased agriculture results in runoff with high concentrations of nitrogen and phosphorous, which act as a fertilizer (Peace, 2006). These compounds trigger an increase in aquatic weeds, the ideal habitat for snails, which causes increased bilharzia transmission. In addition, since people wanted to clean the water sources from the weeds, they would manually try to clean the water supply, without taking any precautions. This exacerbated the situation by exposing themselves to the disease (Jobin, 1999).</p>
<p>An example of the relationship between agriculture along with irrigation, and bilharzia as well as malaria transmission can be seen in the Gezira-Managil Irrigation System in Sudan. In 1925, when the irrigation system was first constructed, the overall agricultural intensity increased by 300%, this was because the natural system had been altered with. Naturally, the water should have dried out by April-May, but instead it ran 100% of the time. The Gezira-Managil Irrigation system became the main source of income in Sudan, producing 3/4 of the gross national cotton production. By 1970, the proliferation of agricultural pests, aquatic weeds, snails, mosquitoes and silt in the canal lead to the decline of the agricultural system. As a result, cotton was infested by the white-fly, pathogenic viruses and bacteria multiplied in the water making it unusable. Malaria mosquito populations increased, attacking at night and increasing transmission of disease, since there were no longer dry seasons to destroy their habitat. Similarly, bilharzia snails increased since the unnatural, man-made system had constructed an exceptionally ideal habitat for them, attacking during the day as people waded in the waters, and intensified the transmission of the disease. People who worked on the fields and near the irrigation system got infected, not being able to work on the nearly non-existent cotton fields. The country&#8217;s gross income changed from approximately US $228 million to US $76 million by 1981. There was no longer any money, which meant no more facilities for community water supplies and sanitation, increasing disease and unemployment, resulting in even less money in a seemingly endless cycle (Jobin, 1999).</p>
<p>There are many factors that act as obstacles in the way of African well-being. The most prevalent type of disease in Africa is waterborne and water-related. Sheik-Mohamed &amp; Velema (1999) report that “major causes of mortality and morbidity seem to be preventable infectious diseases.&#8221; Govender et al. (2011) similarly state that “diarrheal diseases are an important cause of morbidity and mortality in low- and middle-income countries&#8221; and that these diarrheal diseases can be prevented simply through improved water quality. Every 8 seconds a child dies from a disease related to having either unclean or not enough water. Diseases linked to water kill more 5 million people each year – ten times the amount of people killed in wars (Whiteford &amp; Whiteford, 2005). These statistics are outrageous. Every human should have the right to have clean water. Every human should have the right to live in a healthy environment and be in good health.</p>

<p>We often see patients in hospitals with many cables attached to their bodies. Now there is hope to replace these mobility-limiting settings with something very portable. Engineers have developed an ultrathin, stretchy, and flexible synthetic skin that consists of electronic components such as sensors, antennae, and light-emitting diodes (LEDs). Embedded solar cells or wireless power transfer can be employed to power the patch. The device is thin enough to stick to skin using only the short-range van der Waals forces without the addition of any adhesives, and it can be applied and removed like a temporary tattoo. As a result, electronic skin is much more comfortable than traditional electrodes and gives the user complete freedom of movement. These devices have many potential applications in medical diagnostics, including EEG and EMG sensors to monitor nerve and muscle activity. Gathering patient data during normal activity is especially beneficial for continuous monitoring of health and wellness. During the tests, the patches collected data accurately for up to six hours, and showed no signs of degradation or irritation to the arm, neck, forehead, cheek, or chin after 24 hours. In addition, the researchers used electronic skin to control a video game by collecting electrical activity of muscles from the user&#8217;s throat, demonstrating the potential for human-computer interfacing. In the near future, patients with muscular or neurological disorders could use this technology to communicate with computers. There is one major obstacle for long-term use. The patch falls off after a few days due to the continual shedding of skin cells. Researchers are looking for ways around this so they can be worn for months at a time.</p>
<h3><b>2- Searching memory engines</b></h3>

<p>What is the capital of Liberia? Which year did Edison invent the light bulb? Are your fingers itching to &#8220;Google&#8221; the answers? Evidently, the answer is yes. Researchers led by Betsy Sparrow of Columbia University cleverly designed four experiments to investigate how we process information in our memory. In one experiment, participants were presented with trivia-like statements, e.g. &#8220;An ostrich&#8217;s eye is bigger than its brain,&#8221; to which they immediately thought about computers or accessing the Internet. In another experiment, participants were asked to type answers to trivia questions. The computer would either save or erase their answers. When participants thought their answers were saved, they remembered information less as opposed to the erased-from-the-computer-condition. In the other experiments, participants were given statements along with the names of the folders where one can reach that information (e.g. DATA, INFO, ITEMS). They remembered where to find the information (i.e. folders) more accurately than the information itself. To sum up, this research showed that we come to utilize computers or Google as external or transactive memory. In the 1980s, Daniel Wegner of Harvard University first coined the term &#8220;transactive memory.&#8221; Dr. Wegner, co-author of this article, suggested that people relied on others such as spouses or friends to remember various things. However, it seems like the duty is all on Google now.</p>
<h3><b>3- Lasers come to life</b></h3>

<p>Since its invention in 1960, the laser became an invaluable device that found uses in numerous applications in many segments of today&#8217;s world, including science, medicine, industry, electronics, and entertainment. Laser, an acryonym for Light Amplification by Stimulated Emission of Radiation, works through a process where light amplifies by bouncing back and forth between two mirrors. Sandwiched between these mirrors, lasers utilize a gain medium made of non-biological materials such as dyes or crystal. Two physicists at Harvard Medical School, Seok Hyun Yun and Malte Gather, were able to replace gain medium with a living cell. The cells used in this study produce green fluorescent protein (GFP) the material that makes jellyfish fluoresce. When illuminated with relatively weak blue light, GFP amplified the light and the cell produced a visible green laser. Even though their biolaser is currently in the development stage, the researchers predict that it will be very useful in science and medicine in the future. For example, they suggest that biolasing may be used for unraveling the structure of living cells. Yun and Gather are now trying to integrate a nanoscale cavity inside the cell rather than using external mirrors. Such self-lasing cells may allow medical applications where cells can be specifically targeted for disease treatment.</p>
<h3><b>4- The smallest farmers of the world</b></h3>

<p>A social amoeba, Dictyostellum discoideum, lives independently and feeds on bacteria, but when the food becomes scarce, many amoebas bond and form a slug-like organism that can move around to find more resources to feed on. It was thought the amoeba exhausts all its resources by eating all nearby bacteria before forming the slug structure. Surprisingly, scientists from Rice University found that these single-cell organisms use a very simple form of agriculture in the form of bacterial husbandry. Agriculture in the general sense includes the scattering of food seeds, farming of crops, and harvesting. Humans have used agriculture for thousand of years and it was one of the transforming forces behind our switch from nomadic to settled lifestyles. Researchers showed that a group of amoeba, called farmers, eat less and engulf bacteria into their migratory systems instead of consuming all food they encounter. The slugs of the farmer amoeba travel slowly because of packed food, and one-third of Dicty found in nature turns out to be farmers. Apparently, being a farmer is a genetic trait but it comes with a cost: farmers produce less spores during feasts, but more during famine, which explains why there are both farmers and non-farmers still present. There are still many mysteries, yet this article shows the principles of frugality even in the single-cell realm.</p>

										<content:encoded><![CDATA[<p>America emerged from the Second World War as the world’s leading economic and industrial power. When it decided to reject its isolationist past in order to rebuild former enemies and embark upon the Cold War with the Soviet Union, the seeds were laid for the current phase of globalization.</p>
<p>Other developments supported this trend, the most important being:</p>
<p>The invention of the silicon chip (1958-59). Subsequent improvements have so miniaturized computer components and compressed data that data transmission is now practically instantaneous. When combined with Web browsers, search engines, and the Internet, access to financial and other data can be exploited to its full potential. The U.S. Congress’ approval of Internet commerce and the falling prices of home computers and phone calls was a boon for transnational corporations (TNCs). Now they can micromanage their far-flung operations, direct money to the best economic opportunity, avoid taxes and financial losses, cripple unions and labor gains, skirt environmental legislation, and find other “creative” ways to increase profits.</p>
<p>The deregulation of financial capital (1973). This was signaled by abandoning the Bretton Woods system of fixed currency exchange rates, which had been maintained by America since 1944 and supported by its adherence to the gold standard, in favor of letting the market determine a currency’s value. Now that governments could no longer control the outflow of national currency, TNCs were free to move it as they wished.</p>
<p>Breaking the large banks’ and insurance companies’ monopoly on providing financial loans. With the rise of the bond market in the late 1960s, securitization of home mortgages in the 1970s, and “junk bonds” and the securitization of the international debt market in the 1980s, the current phase of globalization quickly blossomed.</p>
<p>These developments opened once-closed markets to millions of individual investors and mutual fund managers whose first concern is profit. As a result: “Not only can investors now buy and sell stocks and bonds from all over the world, not only can they now do that buying and selling from their home computers, but Internet brokerage sites are now giving them-for free-the information and analytical tools to make those trades, without ever having to call a broker. The more people do that, the more they will demand more information and analyses about different economies and companies, and the more easily they will move their money around, punishing the bad performers and rewarding the good ones.”<sup>1</sup></p>
<p>The underlying philosophy of increasing profits meshed nicely with a firm belief in social Darwinism. Developing and then applying “economic” Darwinism was a logical outgrowth. Just as individuals and species survive by adapting and becoming stronger, so companies survive by means of rapid adaptation.</p>
<p>This can take the form of corporate mergers or understandings, paying lower wages to and providing few if any benefits for overseas workers, and justifying everything in terms of increased efficiency. A new vocabulary has emerged for such activities: downsizing, outsourcing, streamlining, business restructuring or re-engineering, cost rationalization, retrenchment, redundancy, rationalization, risk minimization, profit alignment …</p>
<h3><b>Benefits and Drawbacks</b></h3>
<p>Those who dream of vast legions of Chinese consumers assert that globalization will make China a more open society. First, they say, Beijing’s official monopoly on information will end because foreign and local investors must have access to the Internet. Internal dissident groups can use it to contact sympathizers and publicize their causes at home and abroad.<sup>2</sup> Second, as China is drawn further into the world community, Beijing will have to adhere to international business law and treaties on workers’ rights, working conditions, fair payment, and so on. It also will have to adjust to globalization’s driving economic philosophy of neo-liberalization, which means liberalizing the economy, privatizing state-owned businesses and utilities, opening the financial and banking sectors, establishing transparency and accountability, and providing accurate financial data. Supposedly, such reforms will counteract China’s tendency to put politics and ideology above all other concerns. Third, those Chinese who work with foreign investors will learn about democracy, individuality, personal responsibility, human rights, governmental accountability, and how people in other countries actually live. In addition, foreign investment will open up new opportunities for Chinese entrepreneurs and those who want to improve their lives. They might even be paid above the normal hourly or daily wage, and thus can send money home to help their families.</p>
<p>Such arguments can be applied to many developing countries with only slight variations. These arguments sound great and really do have some merit, but reality sometimes does not conform to theoretical expectations. The following examples are by no means confined to the countries mentioned.</p>
<p>In Mexico, economic development is concentrated in Mexico City and along the northern border with America. The agricultural sector is largely ignored, despite the large numbers of people involved in it. Looking for debt relief, foreign investment, and entrance into the North American Free Trade Association (NAFTA), the government gutted Article 27 of its constitution, which made all communal land belonging to indigenous communities off-limits to foreigners and TNCs. It had to do this because America and Canada want access to Mexico’s untapped wealth, most of which is under indigenous-held land. The result was the Zapatista uprising on January 1, 1994, which continues to enjoy wide support, and a host of problems that drove the 71-year old ruling party from power in 2000.</p>
<p>In northern Thailand, villagers untouched by Bangkok’s modernization and development can see how their urban counterparts live thanks to television. Hoping to reap some of the benefits, some families sell their daughters to Bangkok’s brothels. Large sectors of Thai society and the government silently support this, finding an easy way out of this moral dilemma by saying that it is the girls’ karma. The result is an out-of-control AIDS epidemic and a booming sex-tourism business based upon the unbelievable exploitation of young women. Neighboring Cambodia has the same problem, while many Russian women see prostitution as the key to the good life.</p>
<p>In Ecuador, Amazonian Indian tribes and other affected peoples sued Texaco in an American court (1993) to force it to clean up the contamination it left behind. Texaco, which no longer operates in Ecuador, dumped “4.3 million gallons per day of toxic oil waste water over a period of 20 years … [but] claims the dumping caused no appreciable damage.” It also left behind more than 300 open waste pits contaminated with heavy metals and other carcinogenic compounds. “In their lawsuit, the plaintiffs cite a wave of deadly cancers, skin lesions, birth defects and other abnormalities among the areas indigenous peoples, and massive die-offs of plants, crops, and animals from air and groundwater pollution as well as poisonous “black rain.” In some villages near polluted water sources, the rate of cancer is 100 times higher than the historical norm.” The case has yet to be resolved.<sup>3</sup> There are similar problems with Shell in Nigeria, Nike in Indonesia, Union Carbide in India, and Rio Tinto in Papua New Guinea.</p>
<h3><b>Areas of Concern</b></h3>
<p>Agriculture. The Green Revolution of the 1960s globalized agriculture and introduced the concept of “cash crops.” It also brought the promise of higher crop yields, reduced malnutrition, and rural development. However, along with it came traditional crop varieties and farmers displaced by agribusiness and hard-currency-earning cash cops, expensive imported fertilizers and pesticides, increased land distribution inequity, foreign corporate patenting of seeds and crop strains developed by local farmers over the centuries, and the diversion of financial and natural resources to agribusiness.</p>
<p>All of this undermined local agriculture, a devastating blow to indigenous farmers. Even worse, the Food and Agriculture Organization says that about 75 percent of all plant species have become extinct. In more than 80 of the 154 countries surveyed in 1995, this loss was attributed to “the spread of modern, commercial agriculture and the introduction of new varieties of crops.”<sup>4</sup></p>
<p><strong>Medicine.</strong> On February 1, 2001, America threatened to complain to the World Trade Organization about Brazil’s national and highly successful AIDS treatment program. By producing local and cheap generic drugs and delivering them for free, Brazil has halved its AIDS victims’ death rates and substantially reduced treatment costs. On April 19, 2001, after a protracted battle in South African courts, several pharmaceutical TNCs dropped their quest to block the South African government’s plan to import cheap generic drugs to treat its AIDS victims. Cilpa, an Indian company that produces cheap generic drugs for AIDS victims, routinely faces pressure from pharmaceutical companies and their governments to cease and desist.</p>
<p>In each case, the charge is the same: violation of the intellectual property and patent rights held by Western pharmaceutical companies. That these same companies are among the richest in the world, and that their clients are among the poorest countries in the world, is rarely mentioned. Prices have been reduced as a result of such negative publicity, but many victims in Asia and Africa still cannot afford the medicine they need to survive.</p>
<p>In the Amazon, researchers have discovered many plants and herbs with medicinal value from the indigenous peoples. However, most of them sell the data to the large pharmaceutical companies and both become rich. The Amazon’s people do not benefit; in fact, their situation deteriorates as even more TNCs descend upon them.</p>
<p><strong>National Sovereignty.</strong> The rise of 24-hour computerized and almost instantaneous financial transactions and currency speculation makes it hard to know who is in control. Governments face an impossible situation: “Central banks and elected governments [are] regularly compelled to choose between [their obligations to domestic economies and the new force of the global market] … This was often a ‘no win’ choice for political leaders since yielding to the market’s idea of ‘sound economic policy’ frequently required them to depress their own economies, increasing unemployment or cutting social spending.”<sup>5</sup></p>
<p>George Soros, perhaps the best known of all individual and institutional currency speculators, has humbled governments with this strategy. Working together, they humiliated the Bank of England in 1992 and destroyed Europe’s Exchange Rate Mechanism in 1993. Malaysian Prime Minister Mohamad blames Soros for the Asian economic crisis of 1997-98. No individual currency speculator can do much on his or her own, but when big players like Soros begin to move, others jump on the bandwagon. The results show who is really in charge of a nation’s economy and, to a certain extent, social policy.</p>
<p>Structural adjustment programs (SAPs) are another controversial matter. In the 1980s, America began tying its aid to World Bank and IMF economic prescriptions and reforms (reducing inflation, promoting exports, meeting debt-payment schedules, and decreasing budget deficits) and to facilitating increased American trade and investment.</p>
<p>However, they generally entail “severe reductions in government spending and employment, higher interest rates, currency devaluation, lower real wages, sale of government enterprises, reduced tariffs, and liberalization of foreign investment regulations…. But while government balance sheets may improve, SAPs have failed to establish a base for sustainable, balanced economic development … [and] have bankrupted local industries, increased dependency on food imports, gutted social services, and fostered a widening gap between rich and poor.”<sup>6</sup></p>
<p>In addition, they tend to keep poor countries in debt, for new loans are needed to pay off existing debts and to qualify for future loans. Despite this, they remain the usual “cure” for countries seeking international financial aid and investment. This could change if anti-SAP protests continue, and if demands that lending institutions become more transparent and make allowances for social policies succeed.</p>
<p><strong>Political Development and Human Rights.</strong> Decades of Western investment in oil-rich Middle Eastern and resource-rich African countries appears to have strengthened dictators of all persuasions. Instead of supporting human and religious rights in Chinese-occupied Tibet and Sinkiang, not to mention in China itself, American business interests persuaded Washing-ton to grant China permanent normal trade relations on September 19, 2000. Thus, China’s violations of human, labor, and religious rights no longer has to concern the American business community. Unfortunately, this seems to be the rule rather than the exception.</p>
<h3><b>Conclusion</b></h3>
<p>Global capitalism, based upon unfettered consumerism and the idea that continued profits through continued growth leads to ultimate happiness, now runs the world’s economy: “The culture-ideology of consumerism is the set of beliefs and practices that persuades people that consumption far beyond the satisfaction of physical needs is, literally, at the center of meaningful existence and that the best organized societies are those that place consumer satisfaction at the center of all their major institutions.”<sup>7</sup></p>
<p>If this is true, human unhappiness is sure to increase. Poor people viewing the “real” lives of the rich through foreign television programs or movies see a lifestyle and possessions forever beyond their rich. Workers face constant job insecurity. Rural migrants in cities have their hopes dashed when they cannot find jobs. The media report the rise of sweat-shop and child labor, environmental devastation, a loss of corporate accountability and responsibility to their home bases, a hollowing of hard-won labor gains by threats of relocating overseas, and declining taxes as TNCs juggle their books.</p>
<p>Even those who benefit cannot feel secure. Their job might be outsourced in the interest of higher profits, abolished by corporate streamlining, or lost because they cannot acquire new skills fast enough. Shareholder dissatisfaction can destroy their companies, and job-related demands upon their time can make a normal family life and friendships impossible.</p>
<p>In sum: “Given their narrow premise, market economists never attempted to calculate all of the collateral damage that could also be attributed to the liberalization of finance-the capital investments destroyed when viable factories were abruptly abandoned, the economic output lost when economies grew more slowly, the public welfare costs from rising unemployment or declining wages, the instability for companies and nations caused by the sifting money values.”<sup>8</sup></p>
<p>Economic globalization does have its good and bad points. But its emphasis on always-increasing profits as the way to ultimate happiness and meaning in our lives is misguided, for how can what is transient give lasting satisfaction? It has nothing to offer those who fall behind but dreams that will be fulfilled “sometime in the future.” And one day they will demand the fulfillment of those dreams&#8230;</p>

										<content:encoded><![CDATA[<p>For a state to function successfully, its rulers must have a realistic vision. This is acquired by building trust with the people, formulating rational economic and development policies, controlling the nation&#8217;s territory, and producing educated people. Ignoring one of these interrelated aspects seriously affects the process of nation building.</p>
<p>But what happens when an ideological regime dedicated to negating existing realities to build utopia takes over? A small clique of Cambodian French-educated intellectuals provides the answer by a term coined specifically to describe it: auto-genocide. How else can a regime whose vision caused an estimated 800,000 to 2.3 million &#8220;unnatural&#8221; deaths among an estimated 5.7 million people within 3.5 years be described?(1)</p>
<h3><b>Before and after April 17, 1975</b></h3>
<p>Building Trust: Independent Cambodia was led by Prince Sihanouk (1941-70), whom the vast majority of Cambodians regarded as semi-divine: &#8220;In general the majority of the Khmer people, particulary the peasants, loved the Prince &#8230; From the law of Kamma [karma] and reincarnation, Khner commoners believed that those who were born as kings, princes and princesses were beings descended from heaven [because of the good deeds they had] performed in previous existences &#8230; Prince Sihanouk was thus looked upon as a &#8216;super being&#8217; who controlled the fate of all.&#8221;(2)</p>
<p>Rejecting the traditional &#8220;splendid isolation&#8221; of the Cambodian monarchy, Sihanouk travelled the country, met and talked with all types of people, donated farm equipment and other helpful things, and sought to solve their problems. In short, the people trusted him because he took the trouble to show he cared about them.</p>
<p>When General Lon Nol overthrew Sihanouk on March 18, 1970 (with presumed American help) and abolished the monarchy, many peasants sensed disaster ahead.(3) They were right. Lon Nol was corrupt, had little grasp of Cambodia&#8217;s military situation, and was mentally weakened by a stroke in 1971.(4) His military campaigns were disastrous, his dictatorial tendencies encouraged many to join the Khmer Rouge, and he gradually seemed to lose touch with reality. As a result, he rapidly lost whatever popular trust he had and was &#8220;asked&#8221; to leave Cambodia on April 1, 1975.</p>
<p>Upon assuming control on April 17, 1975, the Khmer Rouge presented Angka Leou (the Organization) as their public face. Their names were announced on April 14, 1976, but their use of false names and lack of biographical information made exact identification impossible.(5) For 2 years, they did not mention that they were communists who envisaged a socialist future. Nor did they explain their new policies to the nation.(6) Their isolation from the people was complete.</p>
<p>Instead of building trust, the Khmer Rouge sought to destroy ever pillar of traditional society. The family structure was shattered by forced evacuations from cities and continual arbitrary population shifts, gender- and aged-based work brigades, and communal eating. Roles were reversed: children were encouraged to report on their parents, indoctrinated instead of educated, and literally given the power of life and death over adults. Religion was outlawed; temples, mosques, and churches were destroyed or converted into other uses; and monks, imams, and priests were murdered. No public manifestation of religion was allowed. In its Utopian zeal, the Khmer Rouge outlawed everything that made Cambodia what it was.</p>
<p>In return they gave illusion, terror, pain, and lies. An internal Khmer Rouge document states that: &#8220;There is a little friction with the people, but we can abandon the people, there is no problem.&#8221;(7) The Khmer Rouge was concerned only mobilizing its people through ideology and discipline to retake southern Vietnam and protect itself against Vietnam. Along with many other Utopians, the ends justified the means.</p>
<p>Rational Economic and Development Policies: The French colonialists kept the peasantry largely rural and subjected to high taxes and usurious interest rates of as much as 200%. Rubber, corn, and rice were the main products, and industry was minimal. Vietnamese were important in fishing, rubber workers, and clerical workers, fishermen, and small business. The Chinese continued to dominate commerce and banking.(8)</p>
<p>With independence, foreign aid projects were regarded as means of personal enrichment.(9) Sihanouk&#8217;s paternalistic doctrine of Royalist-Buddhist Socialism stated that the ruler would provide for the people. With the elite and others becoming richer and able to travel abroad, conspicuous consumption increased even though the nation&#8217;s economy could no longer expand, for there had not been enough time to construct the needed infrastructures.(10) The countryside remained largely the same, while the urban areas consumed and did not produce.</p>
<p>Under Lon Nol, agriculture was wiped out by relentless US bombing, peasant flight, forced induction into various armies, and the destruction of land and draft animals. Industry was ignored, and aid money was siphoned off into people&#8217;s pockets. When Phnom Penh finally fell in 1975, Cambodia had no economy, agricultural or industrial, to speak of.</p>
<p>The Khmer Rouge immediately emptied the cities.(11) This controversial policy forced everyone into the countryside where, divided into &#8220;old people&#8221; and &#8220;new people,&#8221; they were expected to revitalize agriculture. Ideology, instead of analysis or rational thought, determined who would do what. Production quotas were wildly unrealistic in many areas. Most of what was produced was confiscated or bartered for Chinese products and expertise. Payment was a subsistence diet, and not even that for anyone who failed to reach the quota.</p>
<p>After printing a new currency, the Khmer Rouge decided to scrap it and abolish money altogether, for whereas money created markets, wealth, and private property, abolishing it would solve these &#8220;problems.&#8221;(12) Trade with China, the Khmer Rouge&#8217;s only significant ally, was based on barter. But money never totally disappeared. Along with jewelry and gold, money was used in black market transactions, and Khmer Rouge cadres were not immune.(13)</p>
<p>In a land with no agricultural, industrial, or educational infrastructure to speak of, the Khmer Rouge dared to dream of achieving a &#8220;Super Great Leap Forward&#8221;: &#8220;We have leaped Over the semi-colonial, semi-feudal society of the American imperialists, the feudalists and capitalists of every nation, and have achieved a socialist state straight away.&#8221;(14) Chou En-lai, Chairman Mao&#8217;s right-hand man, urged them not to repeat China&#8217;s own Great Leap Forward, but they thought they knew better.</p>
<p>The Khmer Rouge stated that Cambodia as a whole would modernize its agriculture within 10 to 15 years, while other areas would do so in only 4 or 5 years.(15) Agriculture would make everything possible: &#8220;The basic key is agriculture. Self-reliance means capital from agriculture.&#8221;(16) Recognizing their limitations in industry, Party documents of 1976-77 stressed light industry that would move toward heavy industry. But how was this to be carried out? Cambodia had no money and China was changing: the chaos of the Great Proletarian Cultural Revolution (1966-76) had weakened China and Mao was dead (Sept. 9,1976). In addition the Gang of Four, a group of staunch Khmer Rouge patrons consisting of Mao&#8217;s wife and three of her allies, was under arrest (Oct. 6, 1976).</p>
<p>Control over the Nation&#8217;s Territory: On April 17, 1975, the Khmer Rouge controlled all of Cambodia&#8217;s territory. But this was not good enough-Pol Pot dreamed of restoring the old Khmer Empire, which had ruled much of southern Vietnam and still had a large ethnically Khmer population (Khmer Rrom). By mixing this irredentist desire with Cambodians&#8217; traditional fear of Vietnam, Pol Pot unleashed a conflict that only a Utopian divorced from reality could understand. During April 1977, the Khmer Rouge began attacking villages in Vietnam. On January 1, 1978, the Khmer Rouge publicly announced Vietnam&#8217;s &#8220;aggression,&#8221; and full-scale war erupted.</p>
<p>This war was launched for several reasons:</p>
<p>•They had defeated American alone and so were invincible. On July 22, 1975, Pol Pot stated:&#8221;We have won total, definitive, and clean victory, meaning that we have won it without any foreign connection or involvement.&#8221;(17) Such a deliberate ignoring of history led him to change the date of the Communist Party of Kampuchea&#8217;s founding 1951 (an outgrowth of Ho Chi Minh&#8217;s Indochina Communist Party) to 1960, when he became the party&#8217;s deputy secretary, and to begin purging Cambodian communists trained in Vietnam.</p>
<p>•Cambodia needed &#8220;only 2 million troops to crush the 50 million Vietnamese.&#8221;(18) This ignored the facts that Vietnam had militarily defeated both the French and Americans and had a battle-hardened army with decades of actual military experience and plenty of weaponry. Compared to them, the Khmer Rouge army was a murderous joke.</p>
<p>•The general population would support them, despite official policies of destroying everything held dear by them, execution as practically the only punishment, starvation, overwork, and a lack of military training and supplies.</p>
<p>This bellicosity led to Vietnam invading Cambodia on December 25, 1978, occupying it on January 7, 1979, and staying until September 1989.</p>
<p>An Educated Population: After decades of French colonial rule that had seen fit to keep Cambodians ignorant, Sihanouk embarked on a massive campaign to educate young Cambodians. However, apparently neither he nor the people understood that education should serve the nation. The students and their parents saw it as a means to acquire social status, an escape from village life, and a chance to make money. The liberal arts and a bureaucratic career were preferred over careers in agriculture, any technical field, or industry. Finally, the government and the educational sectors could no longer absorb the graduates. Neither could the economy, which was controlled by the Cambodian aristocracy and elite, and Chinese and Vietnamese merchants. Thus, the intellectuals were largely irrelevant to Cambodia&#8217;s development needs, unemployed, and frustrated.(19)</p>
<p>The Khmer Rouge did not trust intellectuals, regardless of how useful their expertise might be. There are many cases of Cambodian intellectuals returning from abroad only to be executed. Former teachers, professionals, and students soon learned to deny their past and merge into the broad uneducated masses.</p>
<p>In most areas, formal education was abolished in favor of learning by doing and ideological indoctrination. Khieu Samphan, Cambodia&#8217;s nominal head of state, displayed this attitude in 1977: &#8220;&#8230; whether the dams and reservoirs thai we have built last only 5 or 10 years does not matter,&#8221; for the people would learn by doing&#8230;; a year later he admitted that the state of pharmaceutical products was &#8216;still of handicraft quality&#8217; in order that the country remain independent, sovereignty, self-reliant, and self-sufficient, and in order to learn technology through practice.&#8221;(20) Clearly, modern technical and other education was irrelevant-only ideological purity mattered.</p>
<h3><b>Conclusion</b></h3>
<p>The Khmer Rouge failed because they refused to understand Cambodia&#8217;s reality: a small nation devastated by war; a society consisting of a mainly poor, uneducated, and illiterate peasantry; a class of intellectuals whose education was largely irrelevant; and two neighbors with far better armies and historical territorial ambitions on Cambodia (Thailand and Vietnam).</p>
<p>They also failed to understand their own people. With their oft-repeated maxim of &#8220;If you die it is no loss; if you live it is no gain,&#8221; how could it be otherwise? The Khmer Rouge were notorious for their purges, which became ever more bloody as their Utopian dreams could not overcome reality. After replacing the old sociely with a new one based on terror, incompetence, an almost total lack of medical care, starvation, murder, and basically forcing its people to live in Hell before they died, the Khmer Rouge nevertheless expected popular support-because their ideology mandated it. But as the purges gathered steam, many Khmer Rouge began defecting to Vietnam to join nascent armed opposition groups being trained by Vietnam, and many ordinary Cambodians lost whatever revolutionary enthusiasm they might have had.(21)</p>
<p>And what was the end of Pol Pot, the mastermind behind this negative Utopia? Forced to rely for his very survival on America, France, and Thailand, he and his forces were confined to gradually smaller and smaller border areas. When he died in 1998, whether naturally or a suicide is not certain, be was &#8220;cremated under a pile of rubbish and rubber tires.&#8221;(22) His replacement was Ta Mok, a man whose name has become a synonym for brutality and violence. After arresting and trying his former leader, Ta Mok eulogized him as follows: &#8220;He (Pol Pot) is nothing more than cow dung. Actually, cow dung is more useful.&#8221;(23)</p>
