										<content:encoded><![CDATA[<p>Time and again we have all heard our elders talk of a bygone Golden Age. Amidst the epochs of confusion that buffet humankind in the form of sophisticated so-called literary guises, we have found some semblance of solace in the legends related of our ancestors’ pasts. These recurrent reminiscences of those who are perceived as being mentally feeble have somehow managed to cast a golden hue on the fringes of our present day, strangely causing us to long nostalgically for the past. A longing that sneaks up on people, time and again, and the desires for today are not totally disconnected from the yesterday of their forefathers. A desire for such a time continuum crosses their minds while they perform the most pedestrian of tasks, bit by bit removing a sense of fulfillment. And one day, without having actually confronted themselves, they wonder why today feels so hollow.</p>

<p>Today, those who have made it their business to identify and cure these feelings of emptiness and the consequent loneliness that is experienced by the human self have presented panoply of solutions, usually gift-wrapped in various intellectual discourses. People struggle with each discourse, hoping that maybe one will, after all, be their stamped pass through the golden gateways of enlightenment. Time unwraps each solution and lays its contents bare. History stands as a graveyard, giving testimony to the inadequacy of the philosophical critiques and theoretical discourses of modernity and post-modernity. The world is still in a state of chaos and, within this existentialist milieu, human beings still question their solitary existence.</p>
<p>It seems that history has selected a fistful of people who deem themselves destined to step into the arena of intellectual combat, jumping to the rescue of humankind. The common man finds themselves in a literary laboratory where they are left to experiment with the latest medicines that have been prescribed for their affliction. In a desperate attempt to break free from the onslaught of isms hurled at us by the age of modernity and post-modernity, the intellectuals of our age have come up with a new literary concoction. The era of isms has ended. It is now the age of paradoxes. There is an increasing trend of juxtaposing ironies in the guise of facts and universal truths. Language is the best-seller in the market for dressing-up contradictions with such frills; one is often left so dazzled by the linguistic niceties that they are unable to detect any lacuna in the logic presented. People develop unique dictionaries for each of these. The logic presented for this discrepancy in the repertoire of every person is simple: each person’s world is made up of their distinct life experiences, their memories of the past and their imagination of the future, as well as their comprehension of the now and their plans of action for grappling with the present. Thus, the language one employs and the peculiar meaning it entails is contingent upon one’s very own, individual privé monad. It is these self-concocted dictionaries, composed of their distinct vernacular along with their numerous subtleties, which form one’s individual mental architecture by which the affairs of one’s life are orchestrated.</p>
<p>This novel concept of individual dictionaries rotates round and round the dining tables of the most “progressive” of humankind. People prize themselves as being part of what is now being hailed as a grand intellectual revolution. This revolution, it is believed, gives one the ability to guard one’s pristine exclusivity. Inherent within this exclusiveness of the individual self from the “other” is the championing of the self, and a sense of security prevails, giving humankind the assurance that the esoteric nature of our pristine binaries of right and wrong, true and false, beautiful and ugly make all that we do and say a private matter. And, some like to believe, within this privacy, within this unique sphere of personal space lays the epitome of freedom that humanity has ever been able to reach.</p>
<p>It is within this multiplicity of one’s private, peculiar lingua franca that they are able to ascribe meaning to their very existence. One’s conceptualization of the self and one’s ferocious defense of this newly-acquired perception of freedom are what form the basis of one’s interaction with those around them and the world that they live in. This sense of exclusivity leads to what Habermas has called a breakdown in “communicative action”-the absence of common relatable backgrounds to the extent that no one can any longer imagine being in another’s shoes. Without this mutual taking of perspective, the very precious element of human emotional intelligence that is known as “empathy” is automatically removed from many people’s dictionaries. Empathy is the same trait that makes a child burst into tears when another one cries in front of them, thinking that the pain is not the other’s but their own. This quality of being able to relate to, to actually understand and feel not only the other’s pain, but also their happiness, is what forms the main spring of the concept of rescue, a concept upon which entire literary laboratories have been established. If it were not for empathy, the demarcation between the self and the other would make it unimaginable for anyone to surmount those towering walls to rescue another; this would have been a thing of fairy tales and folklore. This is the point when an eagerly embracing the age of private dictionaries, with their golden masquerade of personal freedom, draws one actively into an intellectual maelstrom against the “other,” and against tolerance.</p>
<p>Confronted by such tempestuous times, when I look upon the glorious pasts of our ancestors in an attempt to find some point of reference that could aid in navigating, one string of events presents some relevant points to my argument. While growing up, my life, just as that of any other child who was growing up at the same time, was colored by numerous stories and legends. Over time, I managed to dust off images of flying horses and heroic men coming to the rescue of people who were being tortured by brutal potentates. But the more human memories have remained with me to this day. As a young child, I often saw my grandmother leave the house and walk over the next-door neighbors’ house with some delicious dish she had prepared. The visits had an almost ritualistic feel to them, since every single time some delectable dish was cooked and brought over to our house; I knew some of this would find its way to our house. On the occasions when I was allowed to accompany my grandmother on these visits, I would witness her place the dish on the table, and then either herself or the recipient would divulge some important piece of news, each launching off into a torrent of complaints and remarks about this, that and the other. On one such occasion, the meeting took a sudden unpleasant twist. I remember quite vividly that my grandmother severely rebuked one of our neighbors, a regular receiver of sweets and meals. The hot halawa lay on the table in front of her, sending off sweet enticing whiffs while both grownups were engaged in a heated verbal brawl. The point of contention was indecipherable to me, as grown-ups at that time had a way of skillfully employing a code language in front of children; perhaps this was part of an attempt to protect our innocence from being tarnished by the realities of adulthood. At the end of the quarrel, my grandmother apparently had the last word and made her way home with the hot dish of sweet-smelling food still sitting on the neighbor’s table. From that time onwards, there was a continuation of exchanges of harsh words over hot delicious meals or sweet mouth-watering delicacies. My young mind was at first befuddled and later exasperated by the on-going quarrel, the continuation of which was clearly contingent on the exchange of meals. I knew that all the trouble would effortlessly come to a halt if neither lady were to cross the fence that demarcated their house from the other. No ties of blood bound them and the cessation of any contact whatsoever would not have disrupted the routine of our lives. It was as simple as that.</p>
<p>What left my young mind baffled in the past was the persistence of my grandmother and our neighbor to maintain contact, despite the conflict; however, this makes sense to me now. People in the past had a more wholesome experience of life because it was framed within a sense of collectivity. Their dictionaries were not discrepant from others and they spoke a common language based on a certainty that their essence was unique to them not as individuals, but as an individual human race. It was their recognition of the unity of essence, shrouded within a multiplicity of existence, which enabled them to forge ties that were so tenacious. This notion of being united in essence, in their human proclivity to do good and believe in the Absolute Truth, was translated into their relationships and their persistent efforts to maintain relationships that had been forged willingly. The entire saga of my grandmother’s quarrels with the neighbor is intelligible to me now as a part of ongoing effort to remind her friend not to detract from this natural inclination towards goodness that was rooted within her very makeup as a human being. The whiffs of sweet-smelling treats were left as a message that her act of reprimanding her friend did not spring from a desire to claim a higher moral ground based on her own personalized set of rights or wrongs, but rather from an active concern for the community that she perceived herself to be a part of. The fact that the neighbor welcomed her at the door each time before the drama took place relates the moral pattern of people at that time, or at least within the confines of such interactions. It reflects a broad moral consensus of the entire neighborhood; they were actively involved in saving not just the one who was being wronged, but also the one who was doing wrong. Each person comprehended the fact that the underlying reason for the argument between the two found its source in the legacy of mutual concern, handed down to them from their elders. An active sense of empathy, of the fear that the wrong that was being committed today could be committed by them tomorrow, the fear that if it was not ended it would form a part of the legacy of their children, existed among these neighbors.</p>
<p>Today, people find a false sense of security in the notion of privacy and personal space. A sense of relief is felt that no busybody from the neighboring apartment will come knocking on the door, with the sense that the gift of a sole meal or a plate of sweets grants them the moral right to correct one’s wrongs or to criticize acts. One finds themselves comfortably ensconced in this preservation of private space and thus fails to recognize that the so-called privacy that is so aggressively guarded is actually shrinking with every passing day. In the past, at least one was able to walk down a street without having some person or another trying to sell them expensive means to look socially acceptable. But the case today is the total opposite of this. The alienation that is a direct cause of protecting what we now term “personal space” has curtailed our freedom to guard our natural proclivity towards goodness which connects us with humanity. The percolating sense of otherness and spreading intolerance are just two sides of the same coin.</p>
<p>The decisive factor in the above discussion is that no time is in and of itself golden. It is the people who are living at that time who cast it in varying hues, hues by which the future generations will remember them. Only if people could burst their own bubble which divides them from the other and embrace the unified proclivity towards Good and Absolute that is part of their human makeup, will they be able to live up to the moral responsibility that they have, not only towards themselves and their contemporaries, but also towards their future progeny. In this hour of need what we need is not another so-called glamorized intellectual revolution, but rather a grand intellectual revival of the human estimation of one’s own self. In my opinion, expensive intellectual laboratories and large think-tanks can help, but a revolutionary revivalism of that which can help us find a positive continuity with the past and a beneficial connection to the future could play a small start. The muddy hand of a child is enough to hold up a mirror to each and every one of us, shattering any claims of uniqueness or separateness. This brief muddy treasure will remind us of what we are made of and of what we mean to one another. Within this humbling realization, I believe, flickers a great hope.</p>

<p>Technology brings a great many novelties into our lives, but usually at high cost. Driven by the economic expansion resulting from advances in manufacturing, climate change has been one of the biggest threats facing humanity for the last couple of decades. Mass production has led to excessive consumption, which is seen as one reason for obesity around the world. While nuclear energy plants feed hundreds of cities with electricity, weapons of mass destruction threaten human existence. Not only our bodily health and environment are under threat; new technology leaves almost no room for our privacy. Surrounded by wireless networks, computers, and cell phones, it is easy to gain access to the personal information of others. Although some sincere efforts have been made to improve the civil law to protect privacy, there is much confusion, and the boundaries of private life cannot be determined; at this point the prescriptions of the heavenly religions, especially of Islam, are worth consideration.</p>
<p><span id="more-1039"></span></p>
<p>We usually underestimate these high-tech intrusions into our lives, for we tend to enjoy, and thus are blinded by the countless, fascinating benefits of technology. Imagine the following scenario: let us say you are just about to leave your workplace for home when you receive a message from your kitchen on your cell phone. In the message you find the shopping list that you need to buy from the grocery store. You go to the grocery store, put all the items in your shopping cart, and drive the cart through the checkout without stopping. All the items are scanned simultaneously and the total amount is deducted from your credit account automatically. When you arrive home, on the small LCD screen in your kitchen you see a list of all the food items past their expiry date in the refrigerator, and you throw them out. When you put all your laundry in the washing machine, you do not bother to choose a program; the machine does it automatically by recognizing each item of clothing separately.</p>
<p>This kind of story could be routine for most of us in the near future if Radio Frequency Identification (RFID) becomes part of our daily lives. Many of us already use RFID tags routinely. Examples include the ignitions of many millions of automobiles, proximity cards, automatic toll payments, and payment tokens. So, what is RFID exactly? RFID is technology for the automated identification of objects and people. An RFID device-frequently just called an RFID tag-is a small chip designed for wireless transmission. It is generally attached to an antenna in a package that resembles an ordinary adhesive sticker. An RFID tag transmits data over the air in response to interrogation by an RFID reader. In general, small RFID tags are passive. They have no on-board power source; they derive their transmission power from the signal of an interrogating reader. Some RFID tags contain batteries. There are two such types: semi-passive tags, whose batteries power their circuitry when they are interrogated and active tags, whose batteries power their transmission.<sup>1</sup></p>
<p>Although RFID promises such advances in our lives and there is intensive research going on in both engineering and business management areas as to how and when RFID can be implemented in a broader sense in daily life-medication, business, military, and so on-there are also some concerns being raised by civil rights circles, consumer rights groups, and some individuals about the implementation of RFID. The main issue is potential personal and corporate privacy threats. RFID technology poses unique privacy and security concerns because the human eye cannot detect whether RFID tags are being read, and RFID tags do not hold a history of their past readings. As a result, tags are promiscuous: they can be read by entities other than their owners and without their owners&#8217; knowledge. Further, both tags and readers can be covertly embedded in the environment; short-range readers can be small enough to fit into a cell phone.<sup>2</sup></p>
<p>Threats can be put into two groups: threats affecting corporations, and threats affecting individuals. For example, an agent who has an RFID reader capable of interrogating a competitor&#8217;s products can walk through the aisles of a store and get information about the inventory level, data about customer preferences, turnover rate of specific products (each item with RFID tag becomes uniquely identifiable), supply chain data, and so on. From the perspective of individuals, their private lives might be investigated without their approval by third parties. Their tastes as to what kind of clothing they choose to buy, what kind of specific medication they are on, what kind of valuable items they possess are susceptible to unauthorized disclosure. Because each tag is uniquely identifiable, when tags move from one person to another, the relations between the individuals can be determined. As an extreme case, if a tag is not removed from an item after purchase is completed (most of the time tags will be kept on items for customer service requirements), a thief with an RFID reader which can transmit signals powerful enough to detect items in houses can easily choose his next victim.</p>
<p>These are all possibilities which can be thought of as a threat for now. As technology advances, some of these threats will be eliminated by novel technical measures, but then new threats will emerge.</p>
<p>As technology adds new and enriching dimensions to our lives, it also introduces new problems for its adopters. Most of the scenarios mentioned above might not become real threats. However, people&#8217;s fear of their privacy being violated has increased tremendously with huge developments in telecommunications, the sudden invasion of our lives by the Internet and finally the appearance of RFID on the horizon. Are we going to feel that we are under constant surveillance in our personal lives, at home, at school, in the office, on the road? While numerous researchers are trying to find answers to calm the unease about RFID in the public, they still cannot give satisfactory responses to some of the concerns.</p>
<h3><b>RFID-Privacy and moral issues</b></h3>
<p>Though tremendous technical efforts are being spent on solving the problem of privacy concerns in RFID usage, this is only one side of the story. The problems human beings encounter cannot be solved solely by technical means because humans are not products of engineering. They have hearts, minds, and consciences, which constitute their metaphysical dimension. Anybody who attempts to solve a social problem while ignoring this dimension of the human being is bound to fail in the attempt.</p>
<p>A person cannot be isolated from the rest of society as isolation contradicts human nature. Since human beings need to live within society, it is vital that everybody has an understanding of some basic common moral values which sustain peace and security among people. Most religions try to establish a moral system that advises individuals to be merciful and kind to each other and to refrain from attitudes or actions which disturb others. Islam also promotes such moral values.</p>
<p>Humankind holds a position above all other creations such that it is apparent that God Almighty values humans more than they value themselves or each other. Just as every individual is valuable in the eyes of God, so is his or her honor, character and dignity. No matter what the circumstances, it is strictly forbidden to insult, condemn, investigate or publicize the faults, deficiencies or private state of an individual. The secrecy of the private life is untouchable.</p>
<p>The Qur&#8217;an decisively prohibits spying into and disclosing the secrets and private lives of people, and orders keeping secret any detect and sinful act which one has seen in a person: O you believe! Avoid much suspicion, for some suspicion is a grave sin (liable to God&#8217;s punishment); and do not spy (on one another) (Qur&#8217;an 49:12). Neither can a Muslim government spy on people to see whether they are committing a sin or crime unless there is decisive proof that they are committing something against the public peace. Likewise, spying into homes, opening and reading letters that belong to others, and listening to the conversations of other people are all wrong.<sup>3</sup></p>
<p>The second caliph of Islam, Umar ibn al-Khattab, was once walking on the streets of Medina, the capital, at night. Suddenly he heard noise coming from one of the houses, a noise indicating that somebody was drunk and singing loudly. Umar climbed over the wall, entered the house, and witnessed a very disappointing situation. He complained of the situation to the man inside, and said, &#8220;Did you think that God would allow you to hide this fault of yours?&#8221; The man replied, &#8220;O Caliph of the Muslims, stop and don&#8217;t rush. I committed one sin in the eyes of God; however, you have made three mistakes here. First of all, God says, Do not spy on one another (Qur&#8217;an 49:12), but you spied on me. Second, God says, Come to dwellings (in the normal way) by their doors (Qur&#8217;an 2:189), but you climbed over my wall, and finally God says, O you who believe! Do not enter dwellings other than your own until you have ascertained the permission of their residents and have greeted them with peace (Qur&#8217;an 24:27), but you entered my house without getting my permission and you did not greet me with peace.&#8221;</p>
<p>Umar was very upset with himself and replied, &#8220;If I forgive you, will you forgive me?&#8221; The man said, &#8220;Yes.&#8221; Then Umar said, &#8220;I forgive you,&#8221; and left the house.<sup>4</sup></p>
<p>It is possible that only a small fraction of society has suffered violation of its privacy; however, most of us fear being the next in line. Here I have tried to introduce the concerns surrounding the implementation of RFID in daily life. Those concerns are a subset of a bigger problem, which is the misuse of technology and violation of others&#8217; rights by intruding into their privacy. Every technical precaution taken to ease those concerns will no doubt be followed by new technical challenges posed by the violators. It is almost impossible to stop this wave of fears just by adhering to technological advances. Moral values must always be promoted at the individual level and also at societal level. Until the day that our values lead our technical advances, none of us will have the luxury of having a private corner in this life.</p>

										<content:encoded><![CDATA[<p>Ethics and accountability have become important themes for modern government, as most countries are experiencing a severe crisis of legitimacy. Increasingly, there is a feeling that performance management alone will not solve this crisis. Also, citizens expect ethical and responsible conduct from politicians and public administrators. Governance and new public management styles have raised new problems that cannot be solved by referring to traditional bureaucratic ethics. The increase of transparency and openness and the service orientation of public organizations have challenged traditional values of discretion and equality before the law. The growing interaction between the public and private sector has raised the question of integrity. Virtual boundaries of public-private organizations pose new challenges to managerial ethics. The ethical challenges facing public officers today are real, more complex than ever, and must be met. The failure to do so only will add to the erosion of public confidence and trust in the government.</p>
<p>Honesty, defined as honor gained by action or conduct, is an inevitable part of our private and public life. But its implications for public life in a democracy are far more important. We can do a better job of passing on a sense of the value of honesty, integrity, and personal responsibility to the next generation in a democratic society. Teddy Roosevelt, while governor of New York, said: Honesty is not so much a credit as an absolute prerequisite to efficient service to the public. Unless a man is honest we have no right to keep him in public life. No man who is corrupt, no man who condones corruption in others, can possibly do his duty by the community.(1)</p>
<p>It is not an easy task to resolve the problem of honesty in democratic governance. To the extent that knowledge gives power, to that extent do lies affect the distribution of power; they add to that of the liar, and diminish that of the deceived, altering his choices at different levels.(2) Bok, a writer and philosopher currently serving as a distinguished fellow at the Harvard Center for Population and Development Studies, explains the importance of honesty in public life by emphasizing how lying harms social trust:</p>
<p>The importance of honesty in public life is as follows. Lying and deception clearly do not affect only isolated individuals. As lies spread “ by imitation, or in retaliation, or forestall suspected deception “ social trust is damaged. Yet trust is a social good to be protected just as much as the air we breathe or the water we drink. Social goods are non-excludable, individuals cannot be prevented from sharing them, and they are available for the public to enjoy. Examples include the lighthouse, peace and security, and law and order. When social trust is damaged, the community as a whole suffers; and when it is destroyed, societies falter and collapse.(3)</p>
<p>In the public sphere, lying or the suspicion of lying has an added consequence: the proliferation of bureaucracy and regulation.</p>
<p>Gutmann and Thompson see deception, the action of deceiving or cheating, as closely related to secrecy and confidentiality. They consider the following factors in which citizens can permit public officials to engage in deception: the importance of the deception&#8217;s goal; the availability of alternative goal-achieving means; who will be deceived (other officials, other governments, all citizens); accountability (the possibility of approving deception in advance or discovering it later); and containing the deception (its effects on other actions by officials).(4)</p>
<h3><b>Requirements of honesty</b></h3>
<p>The principle of honesty, when applied to public policy and administration, has several requirements. The first one is the obligation to avoid lying. The Iran-Contra affair and other cases raised the perennial question of whether official lies should be permitted for the public good. When John M. Poindexter, President Reagan&#8217;s national security advisor, was accused by Congress of an unapologetic embrace of truth, he replied that he had acted in what he thought were the country&#8217;s long-term interests. Even those who disagree with Poindexter&#8217;s judgment acknowledge that certain situations warrant deception. But was this particular situation exceptional enough to warrant it?</p>
<p>The second requirement is being truthful when presenting information to superiors and the public. For example, a public official cannot make exaggerated claims (or vice versa) about what a proposed program will do in order to generate enthusiasm for it.</p>
<p>The third requirement is respecting other people&#8217;s ability to gather and present accurate information relevant to public policy. In other words, honesty requires that an official does not try to prevent or suppress studies that challenge his or her view. Deception involves intentionally (or negligently) causing someone to believe something that the deceiver knows (or should know) to be false. Political deception is not always easy to recognize, because it seldom comes in the form of an outright lie.(5)</p>
<p>The fourth requirement is to keep the public well-informed. This cannot be overemphasized, for an informed public is an essential ingredient of democracy. Yet in practice, some officials (e.g., the president, mayor, policy makers, or military people) have found an easy justification for both secrecy and deception. They believe that ordinary citizens, even sometimes other government officials, cannot understand such complex problems as military operations, international security and national defense issues, and other such matters. The people&#8217;s apparent inability to do so gives public officials a kind of right to deception. Since average citizens cannot possibly know the whole truth about specialized subjects, lying to them is permissible “ provided that there are some good reasons. Sometimes, government officials use the same ethic when they decide not to inform citizens of government involvement in various complex issues.</p>
<h3><b>Conclusion</b></h3>
<p>In a democratic society, these reasons cannot be used to justify giving anybody permission to deceive whenever they consider it necessary. The social good and public interest should not be used as excuses for deception; rather, they must be a reason for honesty. The ethical education of public officials, public awareness, open and transparent public administration, clear rules, policies, and regulations might ease the job of public officials in terms of ethical dilemmas. Such practices also might help them by providing consistency in decision-making, understanding the values reflected by that decision, and reaching more reflective judgments. Findings reported in several analytical studies indicate that ethics education is making a difference. We cannot afford, intentionally or unintentionally, to be a partner in producing a new generation of leaders who are ethically illiterate and morally misguided.</p>

										<content:encoded><![CDATA[<p>Privacy is a fundamental human right in diverse regions and cultures. It has become one of the modern age&#8217;s most important human rights issues. Even though nearly every country has a right to privacy in its constitution, it also is protected in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and in many other international human rights treaties.(1)</p>
<p>However, the issue of privacy versus freedom of information has been with us forever. In world history, the recognition of privacy has deep roots.(2) The Qur&#8217;an (3) and the Bible (4) contain numerous references to privacy. Jewish law has long recognized the concept of freedom from being watched.(5) There also were protections in classical Greece and ancient China.</p>
<h3><b>Privacy defined</b></h3>
<p>Privacy is the interest that individuals have in sustaining a personal space free from interference by other people and organizations. It is a balancing act between the needs of individuals and society&#8217;s demands. There is a fine balance between the need for individuals to protect their privacy and the contending pressures of business, government, and the exigencies of modern life.</p>
<p>There are three main issues and areas of concern: How much other people may access our personal information, how much access should we have to our private information that is held by others, and how much access we should have to public information. Privacy, a topic of special concern to social scientists, is a complicated issue that cannot be discussed fully within this short article.</p>
<p>Even with the adoption of legal and other protections, privacy violations remain a concern. Beyond these obvious aspects of privacy, several important trends are contributing to privacy invasion, such as globalization (removing limitations to the flow of data), convergence (leading to the elimination of technological barriers between systems), and multimedia.</p>
<h3><b>Types of privacy</b></h3>
<p>Intuitively, privacy can be categorized into four separate but related concepts.</p>
<p>Privacy of communications or interception, which involves individuals desiring to communicate with other individuals and organizations through secure and private communications, whether these be mail, telephone, e-mail, or otherwise.</p>
<p>Privacy of the person, which is concerned with the integrity of one&#8217;s physical body and protection of one&#8217;s physical self against such invasive procedures as compulsory immunization, blood transfusion without consent, genetic tests, compulsory provision of bodily fluids and tissue samples, and drug testing.</p>
<p>Territorial privacy, which involves setting limits on intrusion and all aspects of behavior into the domestic and other environments, but especially with regard to various sensitive matters in both private and in public places (e.g., searches, sexual preferences and habits, political activities, religious practices, video surveillance, and ID checks).</p>
<p>Information privacy or privacy of personal data, meaning the establishment of rules governing personal data collection and handling. People claim that personal data on credit history, as well as medical and government records, should not be available automatically to other individuals and organizations.</p>
<p>The volume of instantly recorded information based on credit card usage, Internet visits, hospital or pharmacy visits, filing tax returns renting video tapes and so on&#8217;all of which can be accessed by authorized and unauthorized persons&#8217;has changed the speed and ease with which others can survey much of one&#8217;s personal life and activities.(6)</p>
<h3><b>Types of surveillance</b></h3>
<p>Identification. With the advent of microprocessor technology, such a card&#8217;s type, function, and integrity vary enormously. ID cards could embed biometric information, defined as the process of collecting, processing, and storing details of a person&#8217;s physical characteristics in order to identify and authenticate.</p>
<p>In recent years, the underlying technology interests governments and companies because, unlike other forms of ID, they now can include such new information as digital fingerprinting, handprint scans, hand geometry, thumb scans, facial recognition technologies, voice authentication devices, electronic retinal scans, and such other biological markers as DNA identification.</p>
<p>Thus security personnel also will be able to identify more accurately those people accessing buildings, computers, or national borders.</p>
<p>Communications. All companies that develop digital telephone switches, cellular and satellite phones, and other developing communication technologies build in surveillance capabilities.(7) Nearly every country has some form of eavesdropping capability as regards telephone, fax, and telex communications for the use of law enforcement or intelligence agencies. </p>
<p>Internet and black boxes. Internet surveillance is a revolutionary new technology that allows remote monitoring of an e-mail address and the contents of an e-mail message.(7)</p>
<p>A related effort for enhancing government control of the Internet and promoting surveillance is being conducted in the name of preventing &#8216;cyber-crime,&#8217; &#8216;information warfare,&#8217; or &#8216;protecting critical infrastructures.&#8217; A number of countries are demanding that ISPs install &#8216;black boxes&#8217; that can monitor system traffic.</p>
<p>In short, black boxes contain specialized software programs that run in a computer hooked into the network at a location where it can monitor system traffic. These sniffers can monitor the entire data stream by searching for such key words, phrases, or strings as net addresses or e-mail accounts. Network administrators can take screen shots in real time or on a schedule, by time and day or user, and store them for future review; run any program installed on a remote PC; shut down or restart any remote workstation; and view a list of applications stored on all network PCs, the frequency of Internet usage, and more.</p>
<p>Electronic Commerce. As consumers surf and engage in routine online transactions, they leave behind a trail of personal details, often without any idea that they are doing so. Corporations monitor the huge amount of personal information (e.g., e-mail address linked to messages posted on mailing lists, from newsgroups or domain name registration data, individual surfing habits, deciphering how individual work, and building detailed profiles of where they shop and what they like to buy).</p>
<p>The perceived value of this kind of information is behind the stock-market valuations of many dotcom companies. Marketers and advertisers use cookies to track personal preferences as the most pervasive tracking technology. The cookie is a very small text file containing an ID number downloaded from a Web site by your browser and placed on a user&#8217;s hard drive.</p>
<h3><em>Television and T-commerce</em></h3>
<p>The new field of interactive digital television has a huge potential. Users can send and receive e-mail, browse the Internet, buy goods and services, and play games through their television. The industry anticipates that such T-commerce (television commerce) will enable viewers to make impulsive purchases based on what their favorite star is wearing or on individually tailored ads appearing between the plots of their favorite shows or sporting events.</p>
<p>Audio. Audio surveillance allows people to eavesdrop (and/or record) conversations taking place at a particular location or on a particular telephone line. Advances in technology are making it easier and cheaper to conduct covert audio surveillance. These devices come in many shapes and sizes: from micro-engineered transmitters the size of an office staple to devices no bigger than a cigarette packet that can transmit video and sound signals for miles. A magic item of modern ingenuity, each audio stream is captured and analyzed on the fly, allowing intelligence agents to perform voice-pattern matches during an intercept. It also provides the names of speakers and access to their dossiers.</p>
<p>Video. By now, the use of video surveillance cameras, known as closed circuit television (CCTV), to monitor public and private spaces has grown to unprecedented levels. Most towns and cities are moving to CCTV surveillance of public areas. This technology enables the observation of individuals without their knowledge at the ATM, in stores, elevators, restaurants, school hallways, housing estates, car parks, and when stopped by police in patrol cars.</p>
<p>In addition to the obvious security applications, video surveillance technology is being used to measure traffic flow, detect accidents on highways, monitor pedestrian congestion in public spaces, compile consumer demographics in shopping malls and amusement parks, log routine maintenance tasks at nuclear facilities, and count endangered species. The numerous military applications include patrolling national borders, measuring refugee flows in troubled areas, monitoring peace treaties, and providing secure perimeters around bases and embassies. Their use on private property is also becoming popular.(8) </p>

										<content:encoded><![CDATA[<p>E-mail, now the most pervasive Internet service available, began to be used by people even before they discovered the Web. Messaging Online states that there are about 569 million (electronic) mailboxes. Within 2 years, all televisions and phone lines probably will be outnumbered by the predicted one billion mailboxes. Such usage may make e-mail messages seem to be only innocent messages bumping around the Internet until reaching your milbox. And there they remain, until you open them. For most, that is the end of the story.</p>
<p>But sometimes messages can lead to malicious results. Some carry viruses, defined as unwanted and sometimes harmful computer codes. Others are hijacked and spill their secrets without a fight, or seem to come from friends who &#8220;decided&#8221; to send you false news.</p>
<p>Given today&#8217;s reliance on e-mail, any security gap is a problem. Fortunately, such gaps are filled easily and can keep important e-mail safe and secret.</p>
<h3><b>Is E-mail Privacy an Illusion?</b></h3>
<p>The most common fear is prying eyes. Just as standard mail may not be private, e-mail is not entirely private, for it is easy to intercept e-mail messages. However, the risk of this occurring is often overstated.</p>
<p>Surveys show that many employers occasionally read employees&#8217; e-mail. If the messages are on company-owned computers, such &#8220;snooping&#8221; is legal. If you send and receive e-mail on your own computer, you will face a similar problem: hackers. You cannot ignore the small chance of nosy hackers at servers along the way. Even worse, it is easy to make e-mail look like it came from someone else.</p>
<p>How can your e-mail privacy be protected? Fortunately, suitable tools are available. One is encryption, which prevents any message modification or disclosure. Digital signatures can be used for authentication purposes. While these may seem to aggravate the problem, they are proper steps to take if you are concerned about your e-mail&#8217;s privacy. Reliably identifying the message&#8217;s sender is even mentioned in the Holy Books, as in: O believers. If a wicked person comes to you with news, ascertain the truth, lest you harm people unwittingly and afterwards become full of repentance for what you have done (Qur&#8217;an 49:6).</p>
<p>Many other solutions, most of them free, also are available. For example Microsoft&#8217;s Outlook, the leading e-mail program, includes several built-in security features to protect your sent e-mail. Outlook can &#8220;digitally sign&#8221; messages with a special code to show that the message is from you, and also verify the sender&#8217;s signature. Second, you can encrypt messages and attachments to ensure privacy.</p>
<p>To sign or encrypt messages with such e-mail programs as Outlook, you need a digital ID (also known as a certificate or key). Digital IDs consist of a public key and private key. The private key is stored on your machine and is never sent to anyone. You can e-mail the public key to correspondents, or they can access it from a central server. When you send a signed message, your private key generates a code that only your public key can decode. Thus your public key verifies that you sent the message with your private key. When you send an encrypted message, you use their public key to encrypt it so that only their private key can decrypt it. If you follow this procedure, only the recipient with the correct private key will be able to read the message.</p>
<p>Digital IDs are available from such third-party companies as VeriSign. Once an ID has been imported, you can use the features on the Security tab in your e-mail program&#8217;s Options dialog box to establish a standard security procedure. Alternatively, individual users can download a free program based on the Pretty Good Privacy (PGP) standard for noncommercial use. PGP integrates itself with several e-mail programs and allows users to generate an ID for signing and encrypting e-mail or files. PGP also works with Web-based e-mail systems by allowing you to select text in any program and then sign or encrypt it.</p>
<p>Encryption keep messages secret. Even people sending e-mail at work can count on a PGP-type system to keep unwanted readers locked out, as long as both sender and recipient encrypt.</p>
<h3><b>Things to Remember</b></h3>
<p><em>Keep Passwords Secret:</em> Web-based e-mail, such as Yahoo! Mail or Hotmail, presents another security concern: Subscribers can use any computer to check their messages. User IDs and passwords protect unauthorized access. But going somewhere without logging off lets someone else read your e-mail and send e-mail under your name. To avoid this, Yahoo! Mail or Hotmail automatically clear sensitive information from the browser&#8217;s cache when you log off. In addition, after you log off someone else cannot log on by clicking the back button.</p>
<p>Another strategy is to choose an unusual password and keep it secret. A simple e-mail password is easy to remember-and easy to crack. Many password cracking applications are online, and most use a dictionary of common words to search for your password. Your best bet is to use an alphanumeric password.</p>
<p><em>E-mail Viruses:</em> New viruses, some of them quite harmful, pop up almost daily. One of the fastest ways to spread them is via e-mail. Recent examples are the Melissa and the so-called &#8220;I love you&#8221; viruses, which could copy and mail themselves to the first 50 people in your Outlook address book. To avoid this, learn the basic limitations of viruses. Receiving, opening, or reading an e-mail message will not infect your system. Viruses are not that wily yet, so you can open the messages. However, be careful about any attachments. Attachments are usually displayed as file icons at the message&#8217;s bottom or perhaps as hyperlinks that you need to download. Opening an attachment can allow a virus to escape and infect your system.</p>
<p>Some attached files are more virus-friendly than others. Watch out for files with .exe .com, and .bat extensions, for they can contain viruses. The fastest growing category of viruses today ride Microsoft Office Document (.doc) files as macros, executable files that record common keyboard and mouse actions to a single key with word processing, spreadsheet, and other documents.</p>
<p>One way to protect your computer is not to open attachments from strangers. A better and easier solution is to get an antivirus program that scans attachments before they can run. Such programs can hunt continuously in the background for macro viruses, as well as for the more traditional executable foes. Such virus-fighter sites as McAfee or Symantec allow you download a free demonstration version of their leading programs. Virus checkers cannot keep up with new viruses, so it is still smart not to open attachments from unidentified sources. Beware of an attachment that appears out of nowhere, even if you have loaded a virus program.</p>
<p><em>Misleading Links:</em> Another threat is hyperlinks to odd Web sites. Many e-mail programs allow users to send Web links within a message so that recipients can click and begin loading the page in their browser. However, Web pages can contain scripts (a sequence of executable commands) designed to weasel through the browser&#8217;s security measures and infect your computer with virus-like programs. This is more a matter of browser security than e-mail security. Although you probably will not encounter a Web page sophisticated enough to take advantage of browser security problems, you should be prepared by ensuring that your browser&#8217;s security options are set appropriately. Also, keep your browser current.</p>
<p><em>You &#8216;ve Got E-mail:</em> Although most security problems could strike anyone, most of us do not need to turn e-mail habits into something out of a spy novel. Just be aware of the possibilities and take a few steps to see that your e-mail is protected.</p>
<p>Try not to create e-mail security holes. Almost everyone sometimes sends an e-mail message to a wrong address. When addresses are no more than initials, numbers, and meaningless gib berish, this is easy. Often the results are slightly embarrassing-sometimes almost catastrophic.</p>
<p>Consider the case of the Illinois man who left Chicago&#8217;s snow-filled streets for a Florida vacation. His wife was on a business trip, and was planning to meet him there the next day. He sent her a quick e-mail upon reaching the hotel. Unfortunately, he missed one letter and his note reached the elderly wife of a preacher who had died the day before. When she checked her e-mail, she took one look at the monitor, screamed, and fainted. Her family rushed in and saw this note on the screen:</p>

<p>Just got checked in. Everything prepared for your arrival tomorrow.</p>

<p>Geography matters in almost everything we do, where we live, where we work, and the decisions we make about our environment. By the middle of the twenty-first century, it is estimated that 12 billion people will be living on this planet. This means that our planet will be hard-pressed to meet all our food, water, and fuel needs. Thus, managing each limited natural resource has emerged as perhaps the most crucial problem that we will face in the near future. Fortunately, technologies are becoming available for everybody and may allow us to feed and power the growing population without destroying the environment.</p>
<p>In today&#8217;s global community, more information helps you to make an easy and informed decision when it comes to interacting with the high-tech world. Currently, information comes in many different ways from the private and public sectors, such as reports and statistics, digital photos, and multimedia.</p>
<p>In today&#8217;s complicated and global world, private and governmental organizations and individuals must daily solve problems in a vast array of areas. Business concerns have to deal with advertising, direct and target marketing, facility management, financial services, manufacturing, insurance, retail siting, and property management. Local governments face issues related to community development, construction, crime analysis, demographics, education, emergency services, environmental management, land management, and tourism. The federal government has to concern itself with all aspects of health care, military and defense, natural resources, oil and gas, pipelines, public health, public information, public safety, tax assessment, and intelligence. And these are only a few of the areas requiring decisions.</p>
<p>All these actions happen in a geographic location and affect each other. How can we solve these complicated problems? How can we collect data and analyze it? More important, how can we devise appropriate solutions? Today, we have the technology to solve these kinds of problems: Geographic Information System (GIS).</p>
<p>The history of GIS is relatively short. The first GIS development and application started in Canada during the 1960s. Due to its dependence on computers and its limited capabilities, GIS technology developed simultaneously with computers. Along with the rapid development of computer capacity after the mid-1970s, GIS technology increased rapidly. Since the 1980s, the number of GIS-related companies has increased rapidly. Some of these companies produce data or specialize in producing GIS software and education, and others concentrate on solving problems. During the late 1970s and early 1980s, the first satellites (LANDSAT [USA], SPOT [France], and IRSS [India]) designed specifically to collect physical data about the Earth and humanity&#8217;s impact upon it were launched into orbit. As the vast majority of updateable data was not only for military purposes, but also available for public use, GIS users and developers were able to use it to solve their problems.</p>
<p>GIS has been used to analyze the relationship and patterns of almost all natural phenomena. GIS technology helps its users see patterns that cannot be recognized by just viewing a list or an actual map, for it brings everything together. Working with locational information, GIS has the power to solve problems we encounter every day. Whether GIS users restore habitats, plant vineyards, search for oil, fight wildfires, or measure an endangered species&#8217; population, they also can learn more about the ability of GIS to manage natural resources.</p>
<h3><b>How does GIS work?</b></h3>
<p>GIS is a computer-based tool for mapping and analyzing things that exist and events that happen on this planet. In other words, it is a computer system that assembles, stores, manipulates, and displays geographically referenced data. It integrates such common database operations as statistical analysis and query with maps. This ability sets GIS apart from other information systems, and provides valuable data to a wide range of public and private enterprises engaged in planning strategies and managing various infrastructures.</p>
<p>GIS allows people to create powerful maps, integrate information, visualize scenarios, solve complicated problems, present powerful ideas, and develop effective solutions. It is a tool that can be used by almost everybody: individuals, organizations, schools, governments, and businesses.</p>
<p>In general, GIS has two components: hardware (a desktop computer or workstation) and software. Its software produces the functions and tools needed to store, analyze, and display geographical information. The essential software components are tools to enter input and manipulate geographical information, a database management system (DBMS), tools to support geographic query, analysis and visualization tools, and geographic data that GIS can ingrate spatial data with others.</p>
<p>Essentially, GIS is a type of software application, running on a stand-alone computer or workstation, that analyses and displays multiple layers of geographic information. It can be though a spatial database. First, geographic locations on the Earth&#8217;s surface can be stored in computer files as sets of mathematical coordinates. This makes it possible to draw a map on a computer-a map of the world, the Amazon Basin, or your neighborhood. Second, it means that different map files or layers of spatial information with common geography can be displayed simultaneously and analyzed with reference to one another. On an agricultural map, for example, one layer can represent the land&#8217;s boundaries, another one can show the local streams, and still another can illustrate any changes in elevation. The analytical power of GIS lets people query the system to extract information from different layers.</p>
<p>GIS also is related to, and shares common features with, several other types of information systems. It can be used by desktop mapping, DBMS, computer-aided design (CAD), and global positioning system (GPS)/remote sensing GIS.</p>
<p>Today, GIS can be used for almost anything. However, its major users are utility companies (gas, electric, and water), cable and television companies, transportation networks (finding the quickest way and service areas on the roads), agriculture (planning crops, analyzing yields, planning the efficient application of fertilizers), federal agencies (USDA, NRCS, NGS), municipalities (urban planning), forestry (timber harvest and growth, roads in the forests, cutting and removing logs, environmental regulations, forest management), delivering products, educating children, and targeting markets. It is useful to botanists and biologists, planners, and petroleum engineers. It also can track customer sales, analyze crime patterns, route delivery truces, display soil types, and find the best location for an expanding business.</p>
<p>Over the past two decades, the development, acquisition, and implementation of GISs has continued to increase. Currently, it is a billion dollar industry in the United States, and is being utilized by both the public and private sector and well as academia. The declining cost of computer software and hardware, the increasingly user-friendly nature of the technology, and its increasing power have caused a rapid increase in the number of GIS uses.</p>
<p>The rapid and continued growth of GIS use in private industry, government, and academia has raised the concern of educational opportunities currently available to GIS practitioners. Since GIS is now a big business that is experiencing rapid growth, many new practitioners seek further education and training. In addition, GIS practitioners have acquired a professional identity that they did not have 20 years ago. GIS analysts, specialists, and project managers have been increasingly demanded both by industry and government.</p>
